Who is tying their hands? Nobody said a thing about restricting tests or methodology. The state wants certain data reported if they're going to test automated vehicles on public roads amongst unknowing citizenry - that's all.
I'll bet you that gets them into more road-rage incidents. If an automated car had paused at a green light in my traffic this morning there's no telling what would have happened.
