The original strip is from a cartoonist at the Onion named "Kelly", who does really snide, ironic meta-humor from the perspective of a rightist, curmudgeonly, silf-pitying elitist. It's played totally straight, with nary a wink, except for the fact that it's in the Onion.

Nurbugring isn't great for racing, but that's not exactly what it's for. It's always been more interesting to people who want to test themselves and specific cars. For that niche, for that sort of person who's interested in that sort of thing, it's a pretty big deal to leave it out.
