My understanding is that it's more of a legal thing. You COULD lie to gain access, but then you'd have lied and the content provider can't be held liable for corrupting our youth.

I'll admit that I don't always finish games, even games that I enjoy. Here are some totally idiosyncratic, unobjective recent examples:
