I think Oliver’s ability to bring people back is limited to specific actions in hindsight that he could change, which is shown is how Moira is saved.  If her didn’t have a connection with the person - or their specific death - it would be hard to “imagine” the way to bring them back.  So if your list is still dead,

Exactly! For all of Brad’s underwhelming total, his consistent landing of the DD (something like all but 4 or 5 of the 24) significantly impacted the other two players, functionally truncating part of James’s strategy and essentially just making the earlier games head to heads.
