Basically, BC is selling it's ground water at a rate of $2.25/million litres to corporations for mining, drilling, or bottled water sales. That's a pretty bananas rate. It's way way cheaper than any other province that I know of.
Back when I was in school a teacher told us there was once a plan to dam up and flood parts of British Columbia and pipe the resulting water down to California. I can't remember any details but I was pretty shocked to hear such a thing was even considered.
