The official statement by TT was that the remaining staff are there to “fulfil the company’s obligations to its... partners.” Which would be Netflix - and,

The game engine and gameplay innovation aren’t what make games expensive, though - big licensing fees, voice actors and game assets are what cost. From what I’ve heard, most of their games were running at a loss.
