It’s because a) these people don’t think. At all. and b) ultimately it wasn’t because of his parent/place of birth that they said he “wasn’t American” but because he’s black. To these people, to be black is to be fundamentally “other” (i.e. “not American”).

I can see it. Besides the obi, the hat strikes me as referencing the ubiquitous geisha parasol (as well as the traditional East Asian rice farmer hat or Japanese conical “kasa” hat). Although on the whole it’s less a “geisha” connection and more general Japanese traditional clothing similarities.
