I think it’s related to a hardware issue more than software compatibility. I’m assuming as part of the interface upgrade they made upgrades to hardware which means they would need to make two levels of software.

This is wrong. ABS can generate pressure and activate the brakes. There's a reason there is a pump there. Also, EPS is capable of turning the wheel. This is how lane keep assist works or how dynamic steering torque works with split mu stops.
