Smaller cars are fine with 160-200 hp and midsize and larger cars are fine with 250-350 hp. I had a Tonale rental car in Italy had 160 hp and while it wasn’t fast, it was plenty of power for safe and somewhat spirited driving but the 120 hp Astra wagon I had in Spain last year felt anemic and with unsafe acceleration.

Yeah, my 2002 M5 gets about 23 mpg downhill but it only gets driven a few thousand miles per year. Sadly I had a VW Atlas rental car last year that got about the same highway MPG which is pretty terrible for a modern SUV and is another reason not to ditch my diesel family hauler.
