I’m not so sure that they’re hard to distinguish. Chicago PD has tons of undercover “Explorers”. Their undercover problem: they’re always in some color that no civilian would ever buy (e.g., brownish-tan... who buys a brownish-tan explorer?), and the wheels are obvious cop-spec wheels.
