Blame lawyers.  Ambiguity goes against whoever wrote the agreement, so you’ll see “shall” an awful lot in order to avoid that.

It's about contracting language.  These are the specs that Bluebird or whomever wins the contract must build to....

If you were bidding on a multimillion dollar bus contract, ignoring any of those “shalls” instantly puts you out of the running.

Shall has legal meaning, hence it’s use. “Shall” denotes a requirement, whereas “will” denotes a purpose.

Clearly a YMMV situation, since my truck’s wipers will freeze in place any time there’s enough sunlight to melt the precipitation on the glass, then refreeze before I start it.
