There are far more choices than that. You could also get a really nice $800 gaming PC that plays most games at a solid 1080p with graphics that are better than the PS3 and better than what the PS4 will produce in nearly every way...
I don't see what the problem is. You have complete freedom not to pre-order, and if you pre-order with many companies you can withdraw that pre-order at any time and get your money back.
This is really a huge misconception and myth. If you haven't played PC games in a long time, you may come from a time when you had to fiddle with so many settings.
