Just be aware that this is ideal for trying out the game only. It may be impossible to make payments from the US, and if you don't understand Japanese, it'll be hard to really get into it.

Yeah, sucks. Good news is a lot of gamers (hackers) create homebrew solutions. Nothing like mod support built-in (thank you Bethesda!), but regardless mods end up getting released whether they're officially supported or not. We don't see so many homebrew server mods though :(
I have high hopes that even a lame port will still play with better framerate on good hardware. HOPES, of course. It would be a TERRIBLE port if the poor framerate came with it.

Again, this is another one of the benefits of PC gaming. Player-run servers can exist decades after the official servers are shutdown. With consoles, server shutdowns are permanent and final (in most cases).
You are quite mistaken. The vast majority of gun crime is committed by either A) guns purchased/sold/traded illegally, or B) by someone who can not legally possess the gun.

China does not have similar copyright laws to the US. Suing a Chinese company over copyright is no easy or cheap task.
We could debate the hardware, but the real answer always comes from the games. It's the game library that makes it for a console. PERIOD.
