I mentioned elsewhere later that I think this is an alley, not a proper street, and so the requirements for design are not necessarily as car-friendly.

My guess is that this is an alley, based on how narrow the street is and how close all the driveways are. So the regulations are much less stringent about turnarounds and such, because its not a proper “street”.
In our area, the fire department requires 150 feet of street before requiring a hammerhead or a cul-de-sac at the end. My guess is that this is technically an alley, and their city ordinance doesn’t cover alleys the same as they do streets.
The civil designer in me is mentally trying to justify this shit design.
