I agree with all of your points, except that you’re missing that this was a ban on “public spaces.” It wasn’t only about a requirement for school.
I’ve only known the term for a few years, since I started reading Gawker sites regularly. Before that, I didn’t follow pop culture stuff enough to have heard it. I didn’t know the origins/oranges until it was explained elsewhere in these comments.
