Why should it matter if a person has a .05 BAC 10 minutes after they leave bar or 2 hours after they wake up? A .05 BAC is a .05 BAC regardless of the time of day or how many hours the person has been without drinking.

I think you totally missed the point. Just because ‘plenty of people’ (sounds like a Trump statement) saved money and still ended up in financial trouble, doesn’t mean they’d have been better off not saving.
They’ll declare insolvency, the physical assets will be sold for a fraction of what they cost to buy, the lawyers will get 40%, the clients will get a little (depending on the severity), no one will go to jail.
Except fixing the car if it breaks down is a requirement, not an option (if you want to keep your job and not be even poorer). So if you’re not planning for that and still spending on wants, then you’re living above your means because you haven’t taken care of the basics yet.

I think people mostly believe they live within their means without factoring in unexpected costs. In other words, “I make X, which means I can afford Y in rent, and Z in food, and still have so much left over every month.”
