I think the difference is these kids aren’t even willing to take the jobs temporarily.  They want to get started on their careers as soon as possible, so they see a temporary job waiting tables not as a stopgap, but as a waste of their time. 

Gen Z grew up in the middle of the great recession and research is showing that it ended up turning them into a bunch of corporate fodder. They’re more willing to sacrifice the life in work/life balance for a steady paycheck than previous generations:

Paper bags suck in so many ways that I would probably resort to basket theft too if my only option was paper. 

This could be a management issue. If the checkout person notices that the shopper doesn’t have a reusable bag, they should should just automatically add the 10 cents for each reusable bag they use bagging the items.

Then how does that fix the sign stealing problem? At least with hand signals someone else has to see them and relay them to the batter. With a verbal code, the batter can do that for themselves...possibly within at single at bat.
