IIRC Arkham Knight was a disaster on PC through and through, not just lacking graphical features. That was almost entirely the fault of the devs (and publishers for deciding not to update it), though.

It probably wouldn’t manage 60 on consoles, and they left it capped on PC during testing. Which is weird for that to happen so soon in the consoles’ lifespan. I thought 60 was finally the new 30.

It comes down to a budget thing. Many people don’t want to or can’t pay for two games at full price in such a short timespan.

Those aren’t the facts. The reason they’re expensive is because they are proprietary, and can thus be sold on less systems. Hence they jack up the price because they produce and sell less units.
