The ACA is private insurance, with the exception of the Medicaid expansion. At this time, *all* insurance in the US is required to 100% cover the cost of birth control (except for if your employer is a religious organization, then they can get an exemption and offer a plan that doesn’t cover it at all). Plenty of folks take allergy meds for months at a time. Not just short term. OTC pain pills as well.

Depo and IUDs can have significants side effects as well. IUD is much easier to use, though, I’ll give you that. Much less (though not 0) chance of user failure.

My concern about that is this: making it OTC will make it *logistically* more accessible to buy, but *financially* much less so for most women. Right now, insurance companies have to charge $0 for BC. If you buy it OTC, you’ll have to pay the full price, which could easily be $50+/ month.
