I could be wrong, but my impression about Mad Men and Breaking Bad is that they were exceptions to the general framework of a network drama. Police procedurals still abuse the formula heavily, and even something like Person of Interest used it to a large extent.

Which to me makes it harder to develop a plausible “monster/bad-guy of the week” story if you have to devote some portion of your 43 minutes to advancing the overarching story while still coming up with something that will be wrapped up in one episode.

The current runtime for an hour-long drama in the US is 43 minutes, so I’m not sure you can blame shitty writing on the amount of available screen time.

I’m not saying that at all. I realize that there are many, many more people that go to law school and become lawyers than there are single-A ballplayers who make it to the majors. I am saying that law school attendance is no guarantee of becoming a lawyer or even a licensed attorney.

Well, going to law school doesn’t guarantee that you’ll have a career, much less a well-paying career, as a lawyer. Aside from that argument that a law-school graduate has more marketable skills than the career minor-league baseball player, I’d say the gamble in the early years is probably pretty close between the two.
