I like what the Judge wrote there. He’s on point completely.

I think he is saying that it is up to the police to deal with it, and that the university is ill-prepared to handle rape investigations.

I think what he is saying (or at least how I interpret that post) is that victims should be going directly to the police when this sort of thing happens, not having Campus police deal with it themselves.
