When Guiliani was Mayor of NYC, they collected a fund over 1 billion dollars worth.  And it went to no one.  It sat there, and Guiliani hired three of his friends to oversee this unused fund and paid them each over 100k.  I’m not sure if that money ever went to the people who needed it.
