“Speed was a factor” is such a funny phrase to me. Yes of course it was a factor, if no one was moving, nobody would have ran into anything! Speed is a factor at 10 mph when a truck runs over a pedestrian!

Better driving exams or good sense for drivers should solve a lot of issues.

I fully support “speed limiting” technology for anything that is “self driving” or automated driving aid (such as cruise control). You should not be able to “select” excessive speeding and then disengage from driving.
