Given that HR reports to the conpany management, they really cannot be trusted to advocate on behalf of the employee, regardless of the department’s training. HR exists to limit the company’s liability.

That HR response is beyond normal. HR is a department at the company and their job is to protect the company. The whole point of that document was to make sure that in case a lawsuit were to follow, they’d have an admission of guilt they could use to discredit the victim. HR is not your friend.

Hate to break it to you, but HR is designed that way basically everywhere. They serve the company, not you. They only enforce employee protections because doing so protects the company from lawsuits.

The change you’re looking for is a union. HR departments will always work for management and will always work for their interests. At most, they’re trying to limit legal liability and create a paper trail that will protect them from lawsuits.

People need to realize HR departments aren’t there for your rights. They are there to protect the company. The company will always come first.
