A far easier approach is to NOT COUNT unbelted fatalities as auto fatalities. Instead create a new “idiot” category for them. Lumping them in with belted occupants unfairly penalizes the auto industry and leads to idiotic things like automatic seat belts.

As a person who has ridden loud and quiet bikes in city / highway commuter traffic, it doesn’t matter. They could see you if they look. They don’t. Personally I think the budget should stay the same, but they should have the screws put to them over waste. The military has been operating with basically a blank check for 6-7 decades and it shows. We need to bring back accountability and make sure we the people are getting our money’s worth out of it.
