That's what I'm saying though, if a 50 out of 100 is the absolute lowest score, fully half of the scale isn't being used, ever. Why even bother with a 100-point scale if 1-49 never get used?
That's the problem with numerical scales - we (in America, at least) already have a built-in connotation for the numerical values thanks to our education grading scales. Depending on the harshness/generosity of the grading scale, an 80% could either be a B- or a C+, so yes, either average or slightly above average. …
