It sounds like maybe you guys are trying to watch only the most popular streams? When you get more than about 1000 people in a single chat-room, it’s simply not possible to properly moderate it, no matter how many mods you have.
There are TONS of smaller streamers out there with absolutely fantastic chat communities.

Glad to see the comments boosting Meet the Feebles in here. Though in truth I’ve never actually finished it, because when I sat down with a group of friends to watch it, they made me turn it off after about 15 minutes.
