That's because they're all DOHC or OHC. The SC still used pushrods in its admittedly shit 3.8 V6. The power was all there, all the time, there was no waiting for it. pushrods+roots supercharging = great response. The figures on paper are a little misleading. You got all 13psi near instantaneously.

As the owner of a 1999 V70R, no, we had to wait til the next gen chassis after ours to get a stick stateside. I love my R and its AWD system but its automatic does make driving fast a bit more challenging. And they were definitely available stick elsewhere.
