He's not required to appear because he is the defendant. All testimony before the grand jury can be used at trial so lawyers are often not keen on allowing their clients to testify.

The subject of a grand investigation can not be compelled to give testimony against him/herself (5th amendment). I think saying he "must convince" the jury is just a poorly worded sentence; he if chooses to testify, he can try to convince them of whatever he wants.
