Countries with the lowest road fatality rates achieve that through sound engineering, not relying on the extreme variability of human intelligence/attention. 

If roads are designed well, there’s no need to be racing through residential areas. Plenty of “good” drivers kill pedestrians every year. If a pedestrian walks in front of you while you’re doing 35, you’re probably going to kill them. Much less likely at <20. Testing won’t change the laws of physics.

Countries with sensible road design determine speed limits by use type. The US has absolutely moronic road design which has been largely predicated on moving the largest volume of cars as fast as possible. That’s a recipe for disaster that some municipalities are only now starting to figure out.

We bought a vehicle in October 2020 that was 600 miles away. It was pretty close to exactly what I wanted and in a rare trim that I couldn’t find anywhere closer.
