I disagree with only those two purposes. Making the victim “whole” (whatever society determine is appropriate) needs to come first. Some call that revenge, but it’s not when it’s an agreed upon punishment applied in a impartial, consistent manner.

Personally, I don’t agree with a justice system that addresses the needs of the perpetrator first, followed by the victim (their family, in the case of murder) second. I personally feel like the victim needs to be made “whole” first, followed by any rehabilitation for the perpetrator.
