Botulism spores survive boiling, however they don’t sprout or make you sick if you consume it quick enough. It’s the toxin they produce that could be deactivated by a full sea level boil.

You aren’t likely to see a bulging can. The regulations for thermoprocessing are pretty strict. If somehow a can didn’t go through any thermoprocess, it would probably blow up instead of just bulge. You don’t want to be by one of those, it’s like an atomic stink bomb.

FFS, if you boil the contents of a contaminated can, you better not live in a high altitude and you better make sure it’s a rolling boil or you aren’t getting it hot enough to deactivate the botulism toxin and assuming it’s there, it will kill you.
