Nope, the equivalent situation would be one where those people who had packages stolen already used the locker system (women are already aware and careful, as plenty of people have pointed out). I would be annoyed if then the advice given after it happens again to use the damn locker system.

If I was careful not to leave my valuables in the car, and then had them stolen anyway, I would be pissed off if some douchebag’s response was “Don’t leave valuables in cars if you don’t want them stolen”. Which is the actual equivalent here.
