For some drivers, they think everyone IS always tailgating all the time. And those drivers are usually parked in the left lane thinking “I’m going 70 in a 65 and there’s no reason anyone should have to go faster.”

You clearly don't drive regularly anywhere between DC and Boston. I'd get rear ended if I drove less than 15 over the speed limit in most areas.
