To be fair, he had a voice director. Somebody at Bungie gave him the tone they wanted, he ran with it, and they seemed please. Then when it tested poorly, they cut more lines and slapped a filter. I'm not sure if this is Peter or Bungie's (lack of) vision with this game.

It isn’t canon to the MANGA. The folks at Toei intended it to be a sequel to the anime (which itself has its elements that aren’t canon to the manga).
