It makes the customers feel special,  simplifies the regular menu for the indecisive, and keeps the more oddball items away from customers that might complain if they try it. 

You’re completely missing the value and benefit of a secret menu. The biggest benefit (besides letting customers feel “cool” so they return) is the “standard” menu is simplified to keep the line moving. If all those things were on the regular menu, the already long lines at In-N-Out would be 5x a long because some rub…
