To all the comments coming back on my post. Again, this is NOT MY car. It is my fathers car. My father is disabled and cannot work on the car himself. He is actually an old gear-head/tech guy. His back just prevents him from trying to tackle these things on his own anymore.

The ABS system on my dad's 4 motion Passat wagon has been flashing brake errors non-stop for the last four years. He's taken it to multiple VW qualified shops and to two VW dealerships. It is apparently an issue with the ceramic plates in the ABS system or something like that. It drives fine and the breaks are new.
