Pfffft Chevy already did this with the Camaro ZL1... built in launch control and the rear axle is designed to counter wheel hop. If you look at the 0:30 mark, you will see each axle is a different diameter. My ‘14 ZL1 has this as well, and it’s purpose is to highly reduce and almost eliminate wheel hop.

As everyone else is saying, it’s an external wastegate for excess exhaust gases which can overboost the turbos. If you are used to today’s modern turbo cars you don’t really see it because most OEM turbo’ed cars use a wastegate that is integrated to the turbocharger.
