He was suggesting just that though. He said after meeting upside down girl that he was going to email her, how is that not a suggestion of romantic intent? I mean, you can deescalate from their by being clear what your intentions are and still be friends, but "talk to me again sometime!" is a universally acknowledged

Every sitcom character acts stupid when you put them under scrutiny. What actually happened is less important than what it's meant to represent.

You have to be more careful around the issue, but I think a mentally disabled person can still consent and be in a relationship. And, IMO, they're clearly being written as a couple.

The whole scene was a bit of an exaggeration, but yes, you should generally be very clear to people what your intentions are otherwise they will feel hurt. Sometimes this is inevitable, since intentions are often hard to convey, but at least frickin' try.
