I don't think he was actually being hanged that long, it just felt longer because of the tension.

Think of the amount of proof these cops from 1979 have that Milligan is a mob enforcer.

My mom's friend lives in rural South Dakota. Many of the locals from all over the state there HATE Indians, and will actually do shit like that TODAY. So, no, not a stretch in 1979.
