Suing Winston would be another lawsuit entirely. In this case, the woman is suing FSU for violating their responsibilities under Title IX, and Winston, being a student, would have no responsibilities under Title IX.

I would assume it's simply because Winston can't be sued under Title IX and FSU is the proper defendant in this particular action.

That sounds like the right texture, but it's also way less dense than either snow cones or Italian ice.
