To be fair, I think there are about a dozen better options they could have gone with if they wanted to do a plot with a missing portion of the Doctor’s life and/or some ‘lost’ regenerations. I think the retcon would have been easier to deal with if the episode itself hadn’t been so crappy.
I think a big part of why Baker was running on fumes was because of John Nathan-Turner taking over the show partway through his run. Tom’s openly talked about how awful it was to have to work on the show under his tenure, and that he probably could/would have kept going if not for that.
