I think it's more likely he has some big blindspots when it comes to judging his own character.

Chibnall is a bad Who writer in my opinion, but he has the potential to be a great show-runner. If anything proves that it's Moffat, who is a great writer and turned out to be a terrible show-runner. Clearly the two skills are not connected.

RTD's seasons benefitted from not having the companions overstay their welcomes. Moffat is the complete opposite.
