Yes. Dogs are considered property, more or less, by law (albeit property with special rights) and when you fill out the adoption paperwork, that dog becomes yours. Yeah. I work with rescues and with the municipal shelter. Dog comes into the shelter, they check for a microchip, they hold for a week, if no one picks it up, it becomes shelter property.
