Except devs don't actually owe anyone patches for shit. 

The simple, elegant solution is that they just not play. It doesn't get simpler than that. 

In your example, assuming Winston is the only counter to Symmetra, unless Winston gets nerfed to the point where he is no longer a reliable counter to Symmetra, you still just run the Winston, and have the rest of your team compensate for his new weaknesses. And if he is nerfed to the point where he no longer counters…
