Any factory backed rebate/incentive is factory funded so the dealer isn’t discounting THEIR price. The fact this confuses you (and anyone else) is proof that the auto industry is its own worst enemy. They overcomplicate everything and make trust impossible.

You won’t be able to do that in the US; franchise laws strictly prohibit it to protect dealers. If you order online, it doesn’t get built for you. Rather, that dealer locates that car for you and you buy it from them.
