Being No. 3 in spending doesn’t necessarily equate to being No. 3 in capability.

Pretty much everyone directly or indirectly. Companies don’t care who is in office, they donate to both sides. Defense companies are also in just about every state which these big deals create lots of jobs and lots of voters.

Same ones who made a profit when the last deal was made.
