No they are not forced to, they do it because they are good people.

I don’t know any teachers who itemize and I know a LOT of teachers.

Even if everything you said were true, you are still asking teachers to spend their personal after tax money in July or August (when they stock up before a school year) and not get money back until April or June after tax returns come back.
