I think for a *newly manufactured* mass produced vehicle to be street legal in the US it has to meet Federal safety regs, but that doesn’t necessarily mean that airbags are required. And if it’s a low volume / specialty / niche market vehicle, there are all sorts of exceptions and work-arounds available.
