Chalk it up to dark humor, but as I was a Marine back in the 1980's when we were all a tad bit worried about nuclear annihilation being just around the corner, and situations like Beirut, Panama and Grenada simply did not register as an existential threat. We didn’t consider events like those to be “war”.
Huh? We had no “wars” at all in the 1980's and the only thing worth calling a war during those 2 decades was the liberation of Kuwait (operation Desert Storm which occurred in 1990). Everything else was minor brush fires and light housekeeping, aka Business As Usual.

In Northern Cali HOV lanes are free to enter and exit at any point and are time delimited ... i.e., they are restricted to HOV use only during certain times, and outside of those times anybody can use the lane. In the Sacramento area it only takes 2 people instead of 3 to qualify for HOV during metered times.
